9/11 Memorial to Open by 2011 Under New Proposal

In a new arrangement that they say will resolve two of the biggest issues hindering the downtown rebuilding effort, Port Authority officials have drawn up a proposal to complete the September 11 memorial by August 2011, in time for the 10th anniversary of the terrorist attack and to disentangle the nearby transit hub, reports The New York Times.
