A Call for National Service

The next U.S. president should capitalize on the increasing number of Americans who volunteer by promoting an expanded national-service plan, Time magazine argues in a cover article.
The magazine presents a proposal for what the plan should look like, including a universal $5,000 “baby bond” for every child, which the recipient could obtain after committing a year to military or public service and use for education, a home, or a business.
Other suggestions include raising the Corporation for National and Community Service to cabinet level, creating a “summer of service” between middle and high school, and establishing a national-service academy to educate people interested in careers in government or nonprofit organizations.
