Investing in Change: A Funder’s Guide to Supporting Advocacy argues that grant makers have a crucial role to play in shaping public policy. It describes the legal restrictions on foundations that engage in advocacy themselves or that support advocacy through their grant making, and gives tips on drafting grant agreements. The report also offers advice on helping grantees become more effective public-policy advocates and on assessing their success. Appendixes include sample grant agreements, a list of restrictions on advocacy work, and examples of benchmarks for measuring the effectiveness of advocacy.
