Report Urges Minimum-Payout Rule for British Foundations

A U.S.-style minimum-payout rule for British foundations could generate more than $1.6-billion more annually in grants for British charities, reports Third Sector Online.

A report by the Cass Business School for the Honorary Treasurers Forum, a London association of charity financial officers, suggests the British government consider implementing a distribution quota for foundations along the lines of U.S. and Canadian regulations. Examining 21 grant-making groups, the study found that a requirement that they pay out 5 percent of their wealth annually would increase their grant making by more than 31 percent.
