N.Y. Official to Succeed Ousted Head of Jewish Poverty Group

A week after firing its longtime executive director over corruption allegations, the Metropolitan Council on Jewish Poverty selected David Frankel, the commissioner of New York City’s Department of Finance, as its new leader, the Jewish Telegraphic Agency reports.

He replaces William Rapfogel, the council’s head since 1992, who was dismissed Aug. 12 amid an internal probe of alleged financial malfeasance. State officials are also investigating accusations that Mr. Rapfogel used the charity’s insurance provider to funnel campaign contributions to leading New York City politicians.

Mr. Frankel, an attorney and Wall Street veteran, has been City Hall’s finance chief since 2009, overseeing the annual collection of more than $30-billion in revenue. The Metropolitan Council is one of the city’s biggest social-service charities, providing housing, legal, and other aid to 100,000 New Yorkers a year.
