U.K. City Restricts Downtown Charity Solicitations

Amid complaints over aggressive “charity muggers,” officials in Manchester have reached an agreement with nonprofit groups to strictly limit street fund raising in the English city’s downtown, says the Manchester Evening News.
The deal between Manchester’s city-center management company and a self-regulating body of charities restricts solicitation to workday hours three days a week in four designated downtown zones. Fund raising will be barred on evenings and weekends.
Thirty-nine other British cities currently have similar agreements on street fund raising—which is commonly called “chugging”—but the Manchester pact establishes a first-of-its-kind e-mail hotline for the public to report violations.
